Failed to create server agent build package

I'm getting this error when trying to push a Server Agent (as there is no Advance Agent for Server Agent deployment) and I am getting the above error.

When I look at the log for the scheduled task I see "Failed to create LDSM client setup package".  Yet I am able to create a Self contained EXE and manually copy that to machines and it works.

We are running LDMS 8.8 SP3

Any help would be appreciated.

This was in the bottom of the CAB log file:

FCIAddFile() failed(cba8inst.msi): code 4 [Could not create a temporary file]

Add File [cba8inst.msi] failed!
